Swelling: Your Dentist improbably right. But if you are still concerned, seek a second opinion. As this is a gum issue probably best to have a gum specialist, a Periodontist, look at the area.

Maybe...: Usually if it is unchanged for 3 months, there are other factors (tooth, gums, foreign bodies, habits) that are keeping it that way. If you want a different outcome, you need to change something there. Your question should be directed to your dentist. If you are unsatisfied with the outcome of that appointment, you can always get another opinion.

Inflamed papilla: It's common to have some slightly inflamed gums from less than ideal home care (tooth brushing and flossing), which is not what we strive for, but can be maintained as long as it doesn't get worse. Stress, some medications, hormonal changes, fillings contours and open contact points between teeth can also contribute to this. Ask your dentist what can be done to improve and get Periodontist consult
