Genetic: Darker pigment below the eyes is often a genetic trait. You could consult a dermatologist or cosmetic surgeon for additional advice. Laser surgery has been successful in some s cases.

Allergic shiners or:: While this can be genetic, more commonly this is "allergic shiners" caused by allergies (both food and environmental) and/or lack of sleep. See http://www.alive.com/health/food-allergies/ for a discussion of food allergies causing this- the most common are dairy and gluten so try fully eliminating for month. Also see http://tinyurl.com/kznecj5 for other causes and simple treatments you can try.
