I have had pain in the outside of my shins for years where it feels like lactic acid build up. it starts almost immediately when i run.

Compartment syndrome: This could be exertional compartment syndrome. If it is on outer half of shins/legs, then it is likely. If it is on the inner half of the shins, then it could be simple shin splints. I would recommend seeing an orthopaedic surgeon.
