Not normal : But can have ongoing nerve sensitivity after an injury (pain syndrome). Can also have non related causes such as stress fracture or periostitis so worth a doctor check and examination

Not 'normal': but not uncommon. You likely have some scar tissue at the site of the injury and this is causing increased sensitivity. Any bony injury from this time should have completely healed. If you have never had an x-ray then it would be advisable to have one at some point to ensure there is nothing else going on.
