Could be bone: if there is no redness surrounding the bump, it is probably a benign overgrowth of bone or fibroma. both are variations from normal but neither require treatment. If you have concerns, see your dentist.

See: See Dr Hollander's excellent reply. Could also be root of malposed canine. Please do what Dr. Hollander suggested, see your Dentist.
