The accurate: diagnosis of this must be given by a doctor/probably a Dermatologist, but these are some thoughts: poor blood flow to the feet, often associated with diabetes, may contribute to this. There may be superimposed infection. Various skin cancers can be associated with blackening of the skin. This even could be the first sign of HIV infection.
