Get treatment: You should definitely see a local podiatrist or dermatologist for evaluation and possible biopsy. Whenever you have open cracks or bleeding there is increased risk of infection. Skip the OTC treatments because they may mask the symptoms.

Tinea Pedis: This sounds like a chronic tinea pedis or atheletes feet. I will usually place my patients on Spectazole (econazole) cream daily till it resolves, and if it didnt I would take a biopsy and or fungal culture. It is also imprtant to know what areas of feet crack and bleed, heels around margins? Arch? Ball of foot' If the small bumps ar pustulie it could also be pustular Psoriasis
