Why does walking barefoot on hard surface hurt so bad with plantar fasciitis?

A couple of reasons : It overstresses the fascia. PF involves inflammation, degeneration and/or microtears in the fascia. Barefoot walking both loads and stretches the damaged fascia. I preach to patients with PF, "good footwear at all times!"
