New or old?: If this is a new onset within his good eye he needs to see an eye care professional. This could possibly represent a retinal hemangioma, especially if there were concerns of von hippel ds.

Not much c: Hemangiomas destroy function in the optic nerve or retina. These do not regenerate. The other possibility is that he may have had this growing on the eyelid causing a deprivation amblyopia. The location of where it was growing is important. Most likely he will not regain vision even if you could treat it now. Go to your ophthalmologist to be sure.
