For a few nights now i have laid down to sleep, but i am interrupted by what feels like a vein pulsing on the outside of my right foot. not painful.

Pulsing: It wouldn't be a vein that pulsates and it's doubtful that a prominent arterial pulse would be felt in that area. Perhaps you are feeling the twitching of an irritable muscle in that part of the foot. This appears to be more of a nuisance than anything serious. Consult a physician as needed.
