Safety yes: A root canal is performed to get rid of infection. This can be done at anytime during pregnancy because the infection is a real problem for the developing fetus and as such needs to be removed asap. Removing braces poses no threat to the fetus, however only the orthodontist can tell you if it is a proper time in the treatment being rendered.

Yes It's safe: Although all ellective treatment is postponed during pregnancy if you need a root canal it should be done to eliminate infection. "fifteen weeks" places you in the middle trimester, and that is the best time to complete dental procedures that require anesthetic. Removing braces should be safe any time.
