It's always possible: It is impossible to 'exclude' a diagnosis - and even if you don't have ALS now you could still start to develop it next week. Having said that, if you have not developed any muscle weakness after 16 months then it is very unlikely that the fasciculations are a manifestation of ALS - your neurologist's suggestion of it being cramp fasciculation syndrome is much more likely.
