Yes: There is no reason you can't get the lip ring but please wait at least ten days after the filler so the filler has a chance to get incorporated in the tissues. If you do it right away, some of the filler could leak out of the hole/you could get the filler implant contaminated. Some people would argue that six weeks is a better time to wait but no-one has any good scientific data which is better.
