Skin elasticity?: At 69, it is likely you have marked skin elasticity. Lipo will likely reduce the circumference of your arms which may accomplish your goals. However if you are going to b disappointed with the loose skin and expect taut toned arms, then lipo will not be a good option for you. If you can tolerate loose and hanging skin but smaller arms this could be acceptable. Otherwise you need brachiopasty.

No you are not: Arm reduction can be done if you are in good health. You will need your medical doctor to clear you for the surgery. I usually do arm lifts under sedation with the aid of a anesthesia doctor.
