Recently started working out and during light(10-15 min 4-5 mph elliptical) cardio my heart rate is 170+ is this unhealthy? (5'8" 165lbs 19yo)

High HR w exercise: At the age of 19, your heart should easily be able to withstand a heart rate of 170 during your workout. If you're not in shape, even light exercise can really get your heart pumping at first. But you'll see that it doesn't take long for your heart to get into shape. Then the heart rate will still rise, but not so much. And you'll start to feel great, so keep up the exercise!
