Could be many: different things from a rash, dermatitis, athletes foot, allergic reaction etc. YOu can try an otc steroid or anti fungal but a doc can help you once it is looked at.

Baby warts....: Just before warts invade the skin enough to be easily recognized as a wart, they appear as small red bumps. I advise you to have these bumps looked at. Early treatment of warts makes resolution easier.
