I think tinea pedis: small red itchy lesions with painful bumps are common for tinea pedis. There are other conditions that can show as this kind condtions like psoriasis, ecsima and insert bites. I recommend lotrisone (clotrimazole and betamethasone) cream twice a day. If this is not effective then a skin biopsy is require
