2 questions: 1) Children should start seeing Dentist by age 1. If your child is having growth/development issues, immediate evaluation is recommended. Probably best to see Pediatric Dental Specialist (Pedodontist). 2. See your Dentist to discuss the best tooth whitening procedures for you. There are many choices.
