C5/6 to low level: to effect eyebrow. If it was C1/2/3 then you can suspect of getting headache from it but still it would not reach that high, it would effect lower part of the head. Some sort of nerve inflammation going on with you but what ever it is should be much above of the C5/6. So, go with your doctor.
