Cipro (ciprofloxacin) and Levaquin: are both fluoroquinolone antibiotics and have a very close spectrum. The only explanation would be that you were infected with bacteria that is sensitive to Cipro (ciprofloxacin) but resistant to Levaquin, a rare occurrence. .
