Yes: Use of clomiphene to stimulate testosterone production is the recommended course of therapy for a male needing supplementation but still concerned with fertility. Testosterone taken exogenously (topically or by injection) causes a feedback suppression of testosterone production and sperm cell maturation by the two respective call lines making up the testicles
