Get another opinion : Did the doc check prolactin? And the other pituitary hormone group? Ask...and if not, go back. Or if no urologist available see an endocrinologist

See below: Enlarged breasts in a male (gynecomastia) not uncommon in early adolescence but decreases to ~10% by age 17. In many cases, cause is unclear. Often associated with being overweight. In others, there is an underlying hormonal imbalance/problem. A thorough medical history, physical exam, and blood tests are indicated. Recommend evaluation by an endocrinologist before any testosterone replacement.
