Could be: When you cry you increase the pressure inside your chest cavity. That in turn makes it more difficult for blood to flow back to the heart from the head. Think by analogy if you were stepping on a garden hose there would be a "bulging" of the hose behind your foot. Now as to why he is crying so hard, I am not sure and you have to supply more information.
