Vein in the Neck: All people have veins in the neck and some are more pronounced in some individuals. Those with little subcutaneous fat in the neck (usually children) can often prominently display these just below the skin (commonly the external jugular). With straining the muscles of the neck they can become more visible. If "congested" and very prominent at rest in a seated position, a check may be warranted.

Sounds fine: Neck vein anatomy varies tremendously from person to person and is never a problem. Be thankful for a healthy child and do not make his a concern.
