Every medication: will have some side effects in few. If they are very risky in high % of people FDA will not approve it , Yes Xarelto is an excellent drug , so many lives are saved by it. With history of stroke and atrial fibrillation you are more at risk for another attack with out medication. Speak to you doctor may give alternative medication .

You and your doctor: Must weigh the risks of NOT using anticoagulation for A fib (stroke risk) against the risks of taking anti-coagulation (bleeding...or a different kind of stroke). There are very useful tools your doctor can (probably did) use to weigh these risks before arriving at his/her recommendation. Its better for you to discuss this with your doctor than to second guess him/her with strangers online.
