It can happen: You probably had what we call a subtotal thyroidectomy meaning they left a little behind. Was this for hyperthyroidism or for a nodule or tumor? If for hyperthyroidism the thyroid remnant can regrow over time but the key issue is whether your thyroid tests are normal or again show an overactive thyroid. If it is the latter you should discuss with your endocrinologist how best to manage it
