I had my thyroid removed due to cancer 15 years ago, and just found out that i have tissue growing back. is this something i should be concerned about?

No: Age is important when performing thyroid surgery for cancer. Under age 30, and you were 25 y.o. when surgery was performed , cure is near 100% even in the face of nodal involvement. If surgery was not a total thyroidectomy leaving some tissue behind, TSH produced by the pituitary will stimulate remaining thyroid to enlarge. If a scan fails to show a cold nodule there is no recurrence.

Check up for Recurre: Where is the tissue growing back? If it is in the neck area, it can be recurrence of your thyroid Cancer. You should go back to your doctors who treated you before and let them examine you and find out what is going on.
