Several things: swelling in both feet and ankles can be caused by a heart condition, kidney problem, lymphatic problem or circulatory problems such as Venous insufficiency or phlebitis. It will probably require some testing to figure it out.

Many causes,: but main problem is fluid retention. Medication side effects, congestive heart failure, kidney disease, venous thrombophlebitis come to mind. You should have it checked out.
