Venous insufficiency: The veins function to bring the blood in the lower extremity back to the heart. The veins may not be functioning well which would cause swelling in the ankles.This is known as venous insufficiency.

Over use syndrome: Shin splints are micro tears of tissue from doing too much too soon. Try modifying your workout, increasing the activity slowly to allow your body to adjust.

Possible fluid: I would be looking at your tendons and muscle strength as you could have developed a bit of tenosynovitis (fluid within tendon sheaths) due to your strenuous exercise. One leg will always be favored and possibly become symptomatic. Also, if you have any varicose veins, i would be looking for deep vein insufficiencies and vascular testing. Mri would show tenosynovitis and venous studies would help.
