May need retreatment: Ring worm (aka tinea corporis), a fungal infection of the skin can be very difficult to get rid of. The area remaining hyperpigmented for as long as 3 years, and that it still itches occasionally, are suggestive that the infection was suppressed but never completely erradicated. Consistent use of a topical antifungal cream until 1-2 weeks after pigmentation returns to normal may cure it.

Post inflammatory: The skin after an infection can often be darker for a while, if it has persisted for 3 years this may be permanent. If no other symptoms, I would not worry about but if it is itching repeatedly you may need to have a doctor evaluate it.
