Go to the ER: you need a work up to see if you have pneumonia or sinusitis, or other conditions causing dyspnea and hemoptysis

ER: Your daughter has acute bronchitis, very likely with bronchospasm. There are very rapidly acting and effective medicines to treat that but you'll need to take her to the ER. Moreover, if she's having trouble breathing, it's not necessarily safe to wait.
