12 y.o. daughter has a runny nose (sometimes blood but usually clear mucus), wet cough, 100-degree fever that can go down with tylenol and vomiting once per day but is able to keep fluids some food down. is this the flu?

Could be, Could also be Covid 19 or an other viral infection. Make sure that she drinks enough water and/or fruit juice to stay hydrated. It is okay to use Tylenol to control fever. If her symptoms are not improving it would prudent to see her pediatrician.
