It won't: make any difference. Shorts won't affect your strength or stamina.

No.: Theoretically, you may run slower and perhaps shorter with heavier clothes on, such as a sweatshirt or heavy long sweatpants, as you'd be running with more weight on your body. But I don't think the length of your running shorts would speed you up, slow you down, or increase your endurance.
