Ouch! That Hurts: Pain like a needle, comes and goes and on top of the foot sounds like a nerve irritation. If there is no swelling, redness or wound then I would not be as concerned as if there was. These things are most often caused by pressure to the foot. Check the shoes (sandals) to see if pressure is caused by them. If it gets worse, then time for a visit to the doctors.
