Dose dependant: Xrays are radiation so pose a small risk to normal cell development and turn over. However, routine x-rays used in radiology have very low doses - for example a single chest x-ray exposes you to about the same about of background radiation you received from the earth and sun over the course of normal living on Earth for 3 days.

Every x-ray: exposure contributes to a very slight theoretical increased lifetime cancer risk. The effect is considered cumulative, which is why x-rays should only be performed when medically necessary.
