When getting blood drawn does the whole needle go in or just tip?

More than tip, less: than whole needle. To draw blood , the needle tip is inserted under the skin and advanced under the skin a few millimeters and then angle adjusted to puncture the vein. So about a centimeter or more of the needle is in the tissue.
