Difficult to say: It's difficult to say without actually examining him in person. It is recommended that children first be seen by a Pedodontist around the age of one. Certainly with what you are seeing he should be seen and evaluated. Call a local Pedodontist and set up an appointment.

It is normal: The color of the gums is generally physiological and depending on the person's race. African Americans present more darker pigmentation, thus gums have a darker purplish color. If concerned, see a pedodontist.
