Concussion: refers to injury incident itself, so no. But your friend can have permanent damage from his injury, and post concussion headaches can sometimes last a long time.

Results of concussio: Your friend does not have an ongoing concussion. Rather he is likely to be suffering from the sequelae of the concussion which can include memory and attention problems, slowing of thought processing and headaches. He should see a neurologist to get help for his problems.
