It's your data: The records are yours, and hippa regs allow you to take them to any practitioner. You are entitled to a copy for your records, as well as to seek a 2nd opinion.

No need: You shouldn't need to say anything else. It is part of your medical record, which you can have a copy of whenever you want. You may be charged a reasonable amount for the copy to be made, but you can not be refused. Don't make unnecessary excuses.
