I have been told i have otosclerosis in both ears with 15% hearing loss i have constant pain in both ears would hearing aids help?

Probably not: Your hearing loss is too minimal to make hearing aids necessary, and they would not help your pain. Ask your ENT about other treatments to address your pain.
