Not from quitting: Short-term after quitting, some do suffer congestion that seems paradoxical - but a year is too far back to think it's from quitting. Rather, it seems good that you've quit since any respiratory illness would be much worse if not. It can be a cold or flu symptom, bronchitis, asthma, etc. See your doctor for exam and possibly lab work. They'll congratulate you on quitting and treat you nicely.
