YES: The majority of throat infections in that age group are viral and many are quite painful. This includes mono and several other viruses. These do not benefit from antibiotics.

Yes, viruses can: definitely cause very painful sore throats. Did her doctor also do an "overnight" culture in their office or sent out to a lab? Does she have fever? Is she drinking fluids? If she's not drinking well and it continues, I would recommend calling the doctor again and possibly getting her re-checked.
