Very low: It is very rare for someone to have normal open angle glaucoma that does not respond to any treatment. We have many options available to us now to treat glaucoma including drops, laser, minimally invasive surgery and more advanced surgery. 2-3%: From my experience and training, there are about 2-3% who's glaucoma we can not completely stabilize. These are the ones that ultimately end up with surgeries and are at higher risk for blindness from their glaucoma. Although most of these we can slow progression enough they do not have severe problems in their lifetime.
