Probably not: The cases in which HIV has been transmitted by needle have been from needles just withdrawn from HIV-positive patients' blood. I would be surprised if drying did not kill this very fragile virus. Having said this, anyone who uses a needle that may be contaminated is playing an extremely unwise game with their health for other reasons. This needs to stop and if applicable, law enforcement notified.
