I have a lower back injury. (bulging disc and degenerative back disease) i used to run 3 to 4 miles a day before this injury. can i run with this?

You can if not pain: Yes you can if you have no pain on running, but if it causes pain or discomfort than you can not try slow speed and shrter distance and if tolerated gradually increase to the point of tolerance.

Yes: These diagnoses are radiologist terms for images on films. Bulges no longer considered significant pathology as they once were. Bulges & degenerative disk disease not necessarily related to back pain. Many your age without back pain have same MRI findings. See osteopath for hands-on evaluation.
