Not usually: Almost all paraovarian cysts are benign especially small ones like this.

Doc's right: Your doctor is correct. A 1 cm simple cyst next to the ovary (parovarian) does not require followup. A small cystic structure in the ovary in someone your age is not a cyst but an ovarian follicle that is normal and doesn't require followup either.
