Cold weather!": Variation in the external temperature like cold or heat and emotional state makes the testicles move. Testicles move closer to the body in colder temperature and hangs lower in warmer temperature.

Temperature / muscle: Cold makes dartos muscle of scrotal wall, contract. This pushes testes upward. Conversely heat makes dartos muscle relax & testes move down. Different mechanism which pulls testes up is contraction of cremaster muscle. Attatched to internal oblique muscle of lateral abdominal wall. Muscle can be very active in boys from age about 2 years till pre-puberty & responsible for normal retractile testes.
