Testis: You need to have your testes examined by a physician. One testis hanging lower than the other can be normal. It is especially worrisome if there is excruciating pain or the direction of the testicle (sideways) would indicate a more serious issue. The difference with coughing does not have much significance.

Normal: Testicles don't hang equally..One is always lower than other.This is normal the right one has less distance to retract. I believe the lt descends into sac earlier than the right.
