Yes: Smoking is one of the risk factors. Having regular pap smears is the best preventive measure, next to the vaccine.

Difficult to answer: Risk association of cervical cancer to smoking is compounded by years and numbers smoked. Extrapolating from lung cancer data where risk does reduce over time after quitting smoking, the effect could be similar in cervical cancer.
