ENT: These decisions should be made by ENT physician who examined your sister. Usually if infection is chronic and adenoids affect breathing ENT physician will consider doing adenoidectomy.

Talk to ENT: There are other options depending on the patient. If there are disturbances in the sleep cycle, behavioral changes and/or problems at school, then the surgery may be the best option. Your ENT surgeon can guide you here.
